TransNexus and NeuStar Partner to Provide LNP Solution for SIP Networks

Nearly 15 years ago, the U.S. Government mandated local number portability (LNP), which gave people nationwide the ability to keep their telephone numbers when they change service providers ? and over the last decade, millions of wireless and wireline consumers have done exactly that as their lifestyles have evolved.

For as effective and powerful as LNP has become in providing true choice and flexibility, however, it also has made the routing of telephone calls more complex from an operator perspective, particularly as broadband and advanced network architectures have become more prevalent. For telecommunications operators, the ability to know in real time where calls need to be sent is critical. In today?s marketplace, it is likely that a consumer has switched operators or connection types at least once ? making calls to ported numbers the norm, not the routing exception.

Recognizing the need for operators to maintain real-time connectivity across traditional networks and more advanced architectures based on the Session Initiation Protocol (SIP), TransNexus and Neustar teamed up to provide number portability solutions to SIP-based operators in 2009.

The TransNexus least-cost routing and billing system automatically interfaces with the Neustar service to maintain a local copy of the number portability database. ?By performing portability correction locally, the TransNexus software ensures that every call is correctly routed and rated,? says Jim Dalton, CEO of TransNexus. ?Our customers benefit in two ways. First, every call is correctly routed to the lowest cost destination, and second, there are fewer billing disputes eating away at management time.?

?Over the last five years, there has been a dramatic shift in broadband adoption for telephony services,? adds Jean Foster, vice president of Carrier Services Marketing at Neustar. ?We realized that the shift to SIP trunking technology expands the need for number portability correction, beyond traditional telecommunication carriers to SIP service providers and enterprises with large telecom operations. We are proud to offer one of the most advanced number portability solutions to SIP-based networks with TransNexus.?

One of the services available to operators who deal with the challenges brought on by number portability is the Neustar Multimedia Interconnect Service. This subscription-based service enables U.S. operators to download the U.S. number portability database, a critical element in being able to properly route calls. ?We chose Neustar because we can host the entire U.S. number portability database on our TransNexus route server,? said Tom Wish, CEO at Clear VoIP Calling, a wholesale VoIP provider in Tempe, Arizona. ?The TransNexus server automatically pulls updates from Neustar so we always have the latest data.?

Number portability correction can be critical to the bottom line ? and more and more operators have taken notice, harnessing the Session Initiation Protocol (SIP) to control multi-media communications across broadband networks. ?If you have more than one telecom provider and you aren?t using number portability correction in your least-cost routing efforts, I guarantee your voice network costs will be out of control,? continues Wish. ?Forty percent of your calls will be misrouted. Not only is that unacceptable, it?s very expensive.?

According to Wish, as little as three years ago, VoIP operators could safely ignore the cost impact of calls to ported numbers, as call volumes to ported numbers were low and many providers still offered rates based on the dialed telephone number. ?This is simply not so today,? he adds. ?Speaking for my own company, we found that number portability correction lowered our termination fees by approximately 30%.?

TransNexus expects that in a few years, every large U.S. enterprise will have an LNP server. ?Every enterprise will have its own VoIP WAN (wide area network), and an LNP server for routing external calls will be a basic component of that network,? concludes Dalton. ?A SIP-based LNP server using a subscription-based service like Neustar?s is critical, and our market goal is to be the low-cost provider. In fact, we plan to offer a free LNP server later this year which can support a single NPAC region.? (There are seven NPAC regions in the U.S., and one in Canada.)
